The Global Warming Act 2006  

  • Reduces GHG emissions to 1990 levels by 2020 with further reductions by 2050
  • Requires reductions from major emitting sectors; power plants, autos, other industries
  • Includes emission limits on carbon dioxide for new power plants and autos
  • Requires 20% of electricity generation be through renewable energy sources by 2020
  • Adopts national energy efficiency standards
  • Similar bill introduced in the House; Safe Climate Act 2006

The Climate Stewardship Act 2005

  • Reduces GHG emissions to 2000 levels by 2010
  • Requires reductions from major emitting sectors; power plants, autos, other industries using cap and trade markets
  • Allows up to 15% of cap to be met by alternative projects or carbon allowance sources
The Clean Air Planning Act 2006
  • Reduces GHG emissions to 2001 levels by 2015
  • Requires reductions from power plants using cap and trade market
  • Also requires reductions in sulfur, nitrogen and mercury emissions; better than current regulations
  • Allows carbon reductions to be met with alternative off-site projects; sequestration & energy efficiency projects. 









In 2005 Senators McCain and Lieberman offered a different version of their original global warming bill called the Climate Stewardship and Innovation Act (S. 1151) that included nuclear power subsidies, as an amendment to the energy bill. It was voted down 38-60.
