Big-Picture Criteria:
- The Plan must be consistent with the Comprehensive Land Use Plan. (See more details below.)
- The Plan will satisfy demonstrated need in the community or area and will have no undue adverse impact on existing uses or resources.
Also:
- Any development is matched by comparable conservation measures;
- The Plan strikes a reasonable and publicly beneficial balance between appropriate development and long-term conservation of lake resources; and
- Conservation measures apply in perpetuity.
The Concept Plan must be consistent with the Commission’s Comprehensive Land Use Plan (CLUP).

LURC’s Comprehensive Land Use Plan establishes four “principal values” that define the jurisdiction’s distinctive character:
- The economic value of the jurisdiction for fiber and food production;
- Diverse and abundant recreational opportunities, especially for primitive pursuits;
- Diverse, abundant and unique high-value natural resources and features; and
- Natural character values, including the uniqueness of vast, largely undeveloped forested areas remote from population centers.
